AUTOMATED CALCULATION OF ENVIRONMENTAL PAYMENTS UNDER INTERACTION BETWEEN COAL ENTERPRISES AND THE REGIONAL GOVERNING CENTER
In this article the conception of ecological and economic interaction between the regional administrative center and extractive industries enterprises in the region are considered. It is the basis for comprehensive scientific tools: multi-objective mathematical model – methods and algorithm for the model analysis – information analysis system (IAS), which aggregate decision support system for the negotiation process between involved parties. The influence of economic potential on project planning stages gives the opportunity for planning and forecasting indexes for of ecological payments charging. The conception, in the longer term, gives the possibility to implement the agreement between the environmental and economic project participants, which allows the governing bodies to solve environmental protection problems.
The brief review of approaches, a substantive and mathematical formulation of the problem, two-criteria multivariable mathematical model in form of linear programming problems (the criterions of enterprise – to maximize its net present value (NPV), the criterion of administrative center, the criterion of the administrative center – to maximize the amount of taxes and environmental payment).
The rate of environmental payment, the pollutant flux per unit of production, the maximum permissible concentration, as well as a model application of IAS, are the basic model characterizations, influenced on the negotiation process the between the administrative center and an enterprise.
